The governor's drought declaration hit different this morning when you're sitting in Luna County looking at another dry year and thinking about what that means for the chile fields come August. Statewide proclamations are fine for Santa Fe, but down here we've been running on fumes for a while now—the real question is whether that declaration opens any doors to water allocations or if it's just the state's way of saying everybody tighten your belt.
