Twenty million dollars for water resilience sounds like the kind of news that ought to settle a few nerves around here, but anybody who's watched Elephant Butte's levels for the last decade knows money alone doesn't fill a lake when upstream claims run deep and the climate keeps squeezing harder. That Lower Rio Grande project is real work, necessary work, and it deserves support from everyone downstream who remembers when this lake actually held water. The real test comes in the details, though, in whether this gets spent on projects that actually buy us security or just buy us time while we argue about who gets to use what's left.
