Velarde Won’t Be Held Without Bail
A 19-year-old Española man accused of a drive-by shooting will be released on bail after prosecutors withdrew their request to hold him without bond. Peter Santiago Velarde waived his preliminary hearing in the case, which involved a victim struck by two bullets.
