City hall spending three and a half million under budget in a year when water levels at Elephant Butte stayed low and county revenues came in tight tells you something about how this town's learning to operate. Nobody here expects boom times anymore, and the council apparently got the message. You can argue whether that's wisdom or caution, whether we're being prudent or just deferring problems to next year, but there's something to be said for finishing the year in the black when the Rio Grande's still running shorter than we'd like. Means the lights stay on, the water trucks keep rolling, and the town doesn't have to panic about next budget season before it even starts.
