Water law in the Rio Grande Basin is the third rail nobody wants to touch until they have to, and then it's already too late. The settlement with Sean Barnes is done, solid waste costs are climbing faster than anybody planned for, and somewhere underneath both of those problems sits the same hard truth: this county's growth ambitions keep bumping up against physical reality, and physical reality doesn't negotiate. Texas and Colorado aren't going to renegotiate the compact just because we've got development dreams. The water that fills Elephant Butte isn't infinite. Neither is the county's ability to pay for the services a growing population demands. We can rename ourselves and rebrand ourselves and build all the spaceports we want, but we can't engineer our way around the fact that we live in the high desert on a river we don't entirely control. Maybe it's time the conversation shifted from what we want to build to what we can actually afford to maintain.
