Ty's Take
The city council finally locked down next year's budget this week, which means at least somebody around here knows what money they're actually working with come July. But that certainty ends about there. The water story that keeps us all awake at night, the one about what Elephant Butte holds and what the Rio Grande gives us and what Texas says we owe them, that stays as tangled as it's ever been. You can balance a municipal budget. You can't balance a river that doesn't flow the way it used to. So while T or C got its fiscal house in order, we're still waiting on the kind of answers that actually matter to a town built on water.
