The city's got big plans and a stack of bonds to pay for them, which is fine until the water lawyers remind us that Elephant Butte isn't ours to promise away. That settlement with Sean Barnes and the ongoing dust-up over development versus water law aren't separate arguments, they're the same argument wearing different hats. You can build roads and upgrade pipes and pour concrete all over creation, but if the Rio Grande's allocation keeps shrinking and the lake keeps dropping, you're just building an elaborate machine that runs on water you don't have. The September bond vote is coming, and folks ought to think hard about whether they're voting for growth or just voting to find out later that growth was never actually on the menu.
