When the emergency services director tells you we're on our own with FEMA funding, it lands different in a county where the Rio Grande is both lifeline and wildcard, where monsoon season can turn a dry wash into a real problem in an hour, and where most folks out here have learned long ago that help from the state capital doesn't always show up when you need it. Sierra County's got competent people running things, and that counts for something, but Ryan Williams isn't wrong—we better keep our powder dry and our equipment maintained, because when the monsoon hits hard and the flooding starts, it'll be the neighbors helping neighbors, the way it's always been.
