But when the Citizen's leading with overconsumption in the same breath as early monsoon season, what they're really asking is whether we've got enough slack in Elephant Butte to handle what's coming—and whether the upstream users are going to finally feel some pressure to dial it back. The Rio Grande doesn't care about our development plans or our lawsuits; it brings what it brings, and when a lake that size gets pulled thin by irrigation demands three states upstream, a wet July doesn't fix a dry May. Worth paying attention to what the water folks are actually saying this week, not just hoping the rains show up.
