Either way, the thing passed, and that matters more than the process when you're a town this size trying to keep the lights on and the potholes from swallowing cars whole. Meanwhile the Water Commission did their regular business, which in Grant County is never quite as routine as the minutes make it sound, not in a place where water is the real currency.
