The state's juggling calls on the Eagle River while state officials are working the phones with produce growers downstream on the Arkansas, trying to get ahead of a potential sewage spill that could foul everything from here to who knows where. It's the kind of problem that reminds you why water law in Colorado reads like a Dickens novel, and why a rancher, a rafting outfitter, and a farmer can't all drink coffee in the same room without tension. These aren't theoretical concerns. They're the reason this river valley works or doesn't work, and why Denver money or Front Range developers don't get the final say on what flows through our canyon.
