When charges get dropped in a fatal wreck, people want to know why, and they want to know fast. The details matter most up here where everybody drives these canyon roads and everybody knows somebody who didn't make it home. A year is a long time to carry questions about what happened, longer still when the legal system finally decides it's stepping back.
