Parking lot loitering might sound like small potatoes to folks in bigger towns, but out here it's the kind of thing that gets noticed and reported. When somebody's hanging around where they shouldn't be, word travels fast, neighbors talk, and pretty soon the police department's fielding calls. Lebanon's not so big that trouble in one corner goes unheard in another, and that's not always a bad thing. Keeps folks paying attention. The thing is, most of the time there's a story behind the loiterers too, and not all of it fits neatly into a dispatch report. Whatever the case, it's worth keeping an eye on the places where people naturally gather, because that's where you learn what's really going on.
