You've got families trying to enjoy the water, business owners worried about trouble, and kids with nowhere to be, and that's always a triangle that doesn't have a clean answer. What matters now is whether the police enforce it fairly and whether someone in city hall remembers that curfews work best when there's actually something else for teenagers to do. These waters have always drawn crowds, but a town has to figure out how to welcome them without losing control.
