Two towns sharing one valley sometimes means sharing one mess, and Salida and Buena Vista are learning that the hard way when it comes to police work. The joint SWAT arrangement falling apart isn't surprising, really, because these kind of handshake deals work fine until they don't, and then you've got two departments scrambling to figure out who's responsible for what when things get hot. A formal mutual-aid agreement is the grown-up version of the same arrangement, which is what you do when you realize you can't afford to go it alone but you still need clear lines on paper. Both towns have budget limits that won't bend, the valley keeps growing, and crime doesn't stop at the town line anyway. Worth watching how this one shakes out, because it'll either save everyone money and headache, or it'll turn into one more thing two small departments can't quite agree on.
