There's a lot of bureaucratic machinery humming along this week—comprehensive plans, septic rules, grant applications, rebate deadlines sliding up to August first—and it's easy to dismiss it all as the usual county business that happens whether anybody's paying attention or not. But here's the thing: that machinery is how a place decides what it's going to be. Every septic requirement, every park improvement, every dollar chased down from state programs is a choice about whether Pagosa Springs stays livable for the folks who actually work here, or whether it becomes something else entirely.
